This release lays the foundation for committee-based voting workflows in CART and includes a data quality improvement that keeps case list views clean by removing incomplete shell records.

New Features
- Committee Voting: The groundwork for a new committee voting experience has been added to CART. Volunteer committee members will soon be able to review and vote on cases directly through a dedicated portal screen flow. This feature is currently staged for a controlled rollout and is not yet active for end users.
Improvements
- Cleaner Case List Views: The T&I DS Open Case List no longer displays blank Data Feed Request shell cases. These incomplete records were adding noise to the list view — they are now hidden automatically, so teams see only actionable cases.
Bug Fixes
- Automated Removal of Incomplete Shell Cases: A nightly cleanup process now runs automatically to delete blank Data Feed Request shell cases at the source, preventing them from accumulating over time and keeping case data accurate.
